Companies who use temporary help agencies for clerical or administrative-type staffing could benefit from this development:

Last updated January 14, 2025.

In Ontario, WSIB is adding a new classification code (“Class L”) which will take effect sometime after January 1, 2025 (Date still to be confirmed by WSIB). It specifically applies to Temporary Employment Agencies (TEAs) engaged in supplying temporary administrative, clerical and knowledge-based labour, which carry a low risk of injury, such as

• administrative and support services
• data analytics
• document preparation services
• human resources
• information services
• information technology services
• reception and secretarial services
• research services
• software development

This change will significantly reduce the cost of insuring agency workers in clerical or administrative roles. Unlike current requirements, the new classification will be based on the worker’s specific activity rather than the premium classification of the client company where they are placed.

For example:

The earnings of a temporary receptionist supplied by a Temporary Agency to a cookie manufacturing facility will be listed under this new “Class L” code, rather than the code “E1” for “Food, textiles and related manufacturing”, which applies to the other workers at the cookie manufacturing facility.

What this means to you:
This upcoming change is prompting us to look closely at what cost savings we can pass on to our customers who we partner with to supply these kinds of clerical/admin roles. We’ll be reaching out to you in the coming weeks and months to discuss what this could mean for your current agency bill rate and service plan.
